Septic Permits & Septic Services in Oak Ridge, TX
Oak Ridge is a town of about 770 people on State Highway 34 between Kaufman and Terrell, and it is one of the few places in the county where the city, not the county, issues septic permits.
Inside Oak Ridge city limits, the City of Oak Ridge issues septic permits, not Kaufman County. TCEQ approved the city's program in August 2021, and it requires at least 3/4 acre for septic on public water. Call City Hall at (469) 474-7078. Outside city limits, Kaufman County permits it. A new aerobic system plans at $12,000-$18,000.
Check your permit office. County rules here apply to county-permitted properties. Terrell, Oak Ridge, Heath, and TRWD have separate programs. Find the office for your property.
About the prices: these are budgeting examples, not a local quote survey or a published permit-fee schedule. Confirm the scope and current fee before adding costs together. How to use the estimates.
TCEQ approved Oak Ridge's septic ordinance (Ordinance 56-19, adopted by the city council on September 23, 2019) on August 13, 2021. It covers the corporate city limits only. Land outside them, including countryside with Kaufman or Terrell mailing addresses, stays with Kaufman County Development Services.
The ordinance adopts the state rules in 30 TAC Chapter 285 and adds one stricter local rule: a lot served by public water needs at least three-fourths of an acre for a septic system. Outside the city, the county's minimum is one usable acre.
Septic repair and replacement in Oak Ridge
A repair that needs a permit, like replacing a tank or a drainfield, is filed with the City of Oak Ridge when the house is inside city limits. Swapping an aerator, pump, or float counts as maintenance, but the maintenance provider still reports what it did. Our septic repair guide covers what each repair involves.
Oak Ridge took over the septic paperwork Kaufman County used to process for homes in the city. Its public works page asks residents to email inspection reports to city.secretary@ci-or-tx.org or mail them to P.O. Box 458, Kaufman, TX 75142.
| Repair or replacement item | Typical Kaufman County range |
|---|---|
| Service call / diagnosis | $100-$250 |
| Aerator or pump repair | $400-$1,200 |
| Control panel / float issue | $250-$900 |
| Line or spray-head repair | $150-$1,500+ |
| Aerobic replacement | $12,000-$20,000 |
| Partial replacement (one tank or the field), permitted | $4,000-$9,000 |
Ranges are for planning. Access, system type, and what the technician finds decide the real number. See the full septic repair guide, the replacement guide, or the signs your system is failing.
For an Oak Ridge purchase, request the septic records from the city, and ask whether records from before the city's program started are still at Kaufman County. Then have the tank opened and the system run. The buying a home with septic checklist covers what to ask the seller. Start with the septic inspection guide.
Who issues septic permits in Oak Ridge, TX?
The city does, inside its corporate limits. Oak Ridge is one of three cities in Kaufman County that TCEQ lists as running its own septic (OSSF) program; the others are Terrell and Heath. Everywhere else in the county, including inside Forney, Kaufman, Crandall, and Kemp, Kaufman County Development Services permits septic.
Oak Ridge's public works page says the city now handles all the septic paperwork Kaufman County used to process for homes in the city. That includes new permits, repair permits, and the maintenance reports that aerobic systems generate. If your installer or maintenance provider is used to filing with the county, tell them the address is in Oak Ridge before they file.

Is my property inside Oak Ridge city limits?
Your mailing address will not tell you. Oak Ridge sits on State Highway 34 about six miles northeast of Kaufman and about the same distance south of Terrell, and homes in and around it carry Kaufman (75142) or Terrell (75161) addresses. A parcel across the road from city limits can belong to a completely different permit office.
Check it one of these ways before anyone designs a system or files a permit. Our guide to city vs county septic permits in Kaufman County walks through the same checks for every town.
- Look up the property on the Kaufman County appraisal district search (esearch.kaufman-cad.org). If City of Oak Ridge appears among the taxing units, the parcel is inside the city.
- Look at last year's property tax statement, which lists the same taxing units.
- Turn on the city limits layer in the Kaufman County GIS map and find the parcel.
- Call Oak Ridge City Hall at (469) 474-7078 with the property address or appraisal ID if the parcel sits on the line.
How Oak Ridge's septic rules compare with Kaufman County's
Oak Ridge's Ordinance 56-19 adopts the state OSSF rules in 30 TAC Chapter 285 and their future amendments, then lists one local rule that is stricter than the state's: a lot served by a public water supply needs at least three-fourths of an acre to use a septic system. The state default for new subdivision lots on public water is half an acre.
Kaufman County's order, which applies outside the city, goes further in several places. The table shows where the two differ. Where the Oak Ridge ordinance is silent, state rules apply, so ask the city about anything the table marks that way.source
| Rule | Inside Oak Ridge | Kaufman County, outside the city |
|---|---|---|
| Who issues the permit | City of Oak Ridge | Kaufman County Development Services |
| Minimum lot on public water | 3/4 acre | 1 usable acre |
| Minimum lot on a private well | State rules; ask the city | 2 usable acres on new lots |
| Permit on 10 acres or more | State rules; ask the city | Required for every single-family home |
| Aerobic maintenance | State rules: a maintenance contract for at least the first two years; ask the city about after that | Licensed maintenance provider always, inspections every 4 months |
| Appeals of a permit decision | Oak Ridge Municipal Court | Under the county order |
| Extra state fee on each permit | $10, collected by the city for TCEQ | Ask Development Services |
Building a new home on septic in Oak Ridge
The order of steps is the same as anywhere in Texas. Only the office changes. Septic should be in the site plan before the house plan is final, because the system type and the treatment area decide where the house can sit.
On the Blackland clay around Oak Ridge, the soil evaluation usually points to an aerobic system with a spray field. A new aerobic system plans at $12,000-$18,000, or $6,000-$10,000 for a conventional system if the soil allows one. The septic timeline for building a house and how a soil and site evaluation works cover each step in more detail.
- Confirm the parcel is inside Oak Ridge city limits and has at least 3/4 acre if it will be on public water.
- Order a soil and site evaluation from a licensed site evaluator or engineer (planning range $350-$700).
- Get a design sized to the bedroom count and the usable space.
- Your licensed installer files the permit with the City of Oak Ridge. Ask the city for its current fee.
- Install, pass the city's inspection, and put an aerobic maintenance contract in place before the system goes into use.
Aerobic maintenance and paperwork in Oak Ridge
Oak Ridge's public works page links to a list of certified aerobic maintenance providers and asks residents to help bring the city's records up to date. It also lists a $25 yearly fee tied to the septic paperwork the city took over from the county, payable by mail. Ask City Hall what that fee covers for your system before you send it.
Two state rules apply no matter who permits the system. Aerobic systems must be maintained under a contract for at least the first two years, and a new owner of a system that requires maintenance needs a contract in their own name within 30 days of the transfer under 30 TAC 285.3. What happens when a maintenance contract lapses and aerobic maintenance contract pricing cover the rest.
Repair or replace an Oak Ridge system
Most problems on aerobic systems are parts: a dead aerator, a stuck float, a timer, a clogged spray head. An aerator or pump repair usually plans at $400-$1,200. A tank that is cracking or a field that no longer takes water is a replacement, which needs a new permit from the city, a soil evaluation, and a design. A full aerobic replacement, including abandoning the old system, plans at $12,000-$20,000.
A licensed installer can make a qualifying emergency repair, such as replacing a broken solid line, and notify the permitting authority in writing within 72 hours after starting. Replacing a tank or disposal field requires a permit for the entire system; the emergency reporting rule does not waive that requirement. Call the city before that work begins. The 72-hour emergency repair rule explains what that report has to include, and when not to replace a septic system helps you test a replacement quote.
