Heath, TX Septic Permits & Services (Kaufman County Side)
Heath is mostly a Rockwall County city on Lake Ray Hubbard, but about a third of a square mile extends south into Kaufman County toward Forney, and the city, not either county, permits septic inside its limits.
Inside Heath city limits, including the small part of Heath in Kaufman County, the City of Heath issues septic permits as a TCEQ authorized agent, not Kaufman County or Rockwall County. Permits go through Heath Building Inspections at 200 Laurence Drive, 972-771-6228. Next door, McLendon-Chisholm permits septic inside its own limits. Outside both cities, the county permits.
Check your permit office. County rules here apply to county-permitted properties. Terrell, Oak Ridge, Heath, and TRWD have separate programs. Find the office for your property.
About the prices: these are budgeting examples, not a local quote survey or a published permit-fee schedule. Confirm the scope and current fee before adding costs together. How to use the estimates.
TCEQ lists the City of Heath as the septic authorized agent for its city limits, under both Rockwall and Kaufman counties. Permits go through Building Inspections at City Hall, 200 Laurence Drive, Heath, TX 75032 (972-771-6228, Monday to Friday 8 a.m. to 5 p.m.).
Neighboring McLendon-Chisholm, east of Heath along FM 550, is also a TCEQ authorized agent for its own city limits. Outside both cities, Kaufman County land goes to Kaufman County Development Services and Rockwall County land goes to Rockwall County.
Septic repair and replacement in Heath
Heath's building inspections page lists septic (OSSF) replacements and repairs among the projects that need a city permit. Call the permit desk before work starts so the installer files with the city rather than a county. The septic replacement guide covers what a full replacement bid should list.
| Repair or replacement item | Typical Kaufman County range |
|---|---|
| Service call / diagnosis | $100-$250 |
| Aerator or pump repair | $400-$1,200 |
| Control panel / float issue | $250-$900 |
| Line or spray-head repair | $150-$1,500+ |
| Aerobic replacement | $12,000-$20,000 |
| Partial replacement (one tank or the field), permitted | $4,000-$9,000 |
Ranges are for planning. Access, system type, and what the technician finds decide the real number. See the full septic repair guide, the replacement guide, or the signs your system is failing.
For a Heath purchase, request the septic file from the City of Heath, and confirm on the appraisal record which county the parcel is in, since a Heath house can sit in Kaufman County while its neighbors are in Rockwall. The inspection itself should open the tank and run the system. Start with the septic inspection guide.
Who permits septic in Heath and the McLendon-Chisholm area?
Four offices split this corner of the map. Heath sits mostly in Rockwall County along Lake Ray Hubbard, with 0.31 square miles extending south into Kaufman County toward Forney. TCEQ lists the City of Heath as the septic authority for its city limits under both counties. McLendon-Chisholm, east of Heath on FM 550, has its own TCEQ-approved program for its city limits too.
Heath's ordinance names the city's Building Official, or a TCEQ-certified designated representative, as the person who enforces the septic rules. In practice, that means the permit desk at City Hall.
| Where the property is | Who permits septic | Contact |
|---|---|---|
| Inside Heath city limits, either county | City of Heath, Building Inspections | 200 Laurence Dr., Heath, TX 75032; City Hall 972-771-6228; permit technician (972) 961-4883 |
| Inside McLendon-Chisholm city limits | City of McLendon-Chisholm | 1371 W. FM 550; (972) 524-2077 |
| Kaufman County land outside both cities | Kaufman County Development Services | 101 N. Houston St., Kaufman; (469) 376-4127 |
| Rockwall County land outside both cities | Rockwall County | 1101 E. Yellowjacket Ln., Suite 130, Rockwall; (972) 204-7600 |
TCEQ lists Heath's septic program as covering city limits, while Heath's wastewater code also refers to the city's extraterritorial jurisdiction. If your parcel is in Heath's ETJ, call the Heath permit desk and the county before anyone files.
How to tell whether your property is in Heath, and in which county
Addresses here are misleading. Heath and McLendon-Chisholm both use the 75032 ZIP code, land south of Heath carries Forney addresses, and the Kaufman County part of Heath is a thin strip, so a parcel can be in Heath and Kaufman County at the same time while its neighbors are in Rockwall County.
Two answers matter: is the parcel inside a city, and which county is it in. The appraisal record answers both.
- Search the Kaufman County appraisal district (esearch.kaufman-cad.org). If the account is there, check whether City of Heath or City of McLendon-Chisholm appears among the taxing units.
- If it is not there, search the Rockwall Central Appraisal District at rockwallcad.com.
- Read last year's tax statement, which lists the county and any city as taxing units.
- If the parcel sits on a city or county line, call the Heath permit desk with the appraisal ID.
Is my Heath house on sewer or septic?
Heath has a city sewer system, and its subdivision rules generally expect new subdivisions to connect to it. In 2023 the city posted a zoning notice for a sanitary sewer variance that would let lots in a proposed subdivision use septic instead of extending sewer, which is the kind of exception a developer has to ask for.
Check your utility bill. A sewer charge from the city means you are on sewer, and a backup is a plumbing matter for a licensed plumber. No sewer charge, plus tank lids or an aerobic alarm panel in the yard, means septic, and the City of Heath holds the permit file.
Which rules apply to a Heath septic system?
Heath adopts the state rules in 30 TAC Chapter 285 and says its more stringent local rules take precedence where they differ. The city code also says every septic system in the city must have a permit, and ties that to the city's location on Lake Ray Hubbard. The building inspections page lists septic replacements and repairs among the projects that need a city permit.
Kaufman County's own order does not govern systems the City of Heath permits, even on the Kaufman County side. Its 1-acre minimum, its four-month aerobic inspections, and its ban on homeowner maintenance apply to county-permitted systems. Ask Heath what it requires for lot size and aerobic maintenance. State rules apply either way: a TCEQ-licensed installer does the work, aerobic systems need a maintenance contract for at least the first two years, and a new owner needs a contract in their own name within 30 days of the transfer under 30 TAC 285.3.
| Question | City of Heath permit | Kaufman County permit (outside the city) |
|---|---|---|
| Who reviews and inspects | Heath Building Official or designated representative | Kaufman County Development Services |
| Base rules | 30 TAC Chapter 285 plus stricter city rules | 30 TAC Chapter 285 plus the county's TCEQ-approved order |
| Permit for repairs and replacements | Yes, through the city | Yes, through the county |
| Aerobic maintenance after two years | Ask the city | Licensed provider always, every 4 months |
| Permit fee | Ask the city | about $400-$550 (planning range) |
What septic work costs around Heath
Lakeside lots and established neighborhoods make access the wild card. A tight backyard, a fence, or a pool can add equipment and restoration costs that a rural acreage job does not have. For planning, use the county ranges below and ask each bidder to price access separately. A 2010 City of Heath form for septic modification permits listed a $200 fee; ask the city for the current amount.
Before you accept a replacement quote, read signs your septic system is failing and what a septic quote should include.
| Job | Planning range |
|---|---|
| Standard septic inspection | $350-$650 |
| Aerator or pump repair | $400-$1,200 |

| New aerobic system, installed | $12,000-$18,000 |
| Full aerobic replacement, including abandoning the old system | $12,000-$20,000 |
